SST Registration Threshold in Malaysia: The Limits, the 12-Month Test and What to Do

By Axecta Management Services, Kuala Lumpur · Last verified: 29 October 2026

Short answer. Registration depends on the 12-month value of your taxable goods or services against the threshold for your category. As at July 2026 the Customs MySST page lists RM500,000 for sales tax on taxable goods manufacturers and for most service groups, RM1,500,000 for food and beverage, and no threshold for credit or charge cards and forwarding agents. Test your own category on the Customs page, because the 2025 service tax expansion added new groups.

Why the SST threshold matters

Sales and Service Tax (SST) is administered by the Royal Malaysian Customs Department through the MySST portal. Unlike income tax, which follows your accounting year, SST registration is triggered by a rolling 12-month value of taxable goods or taxable services. A business can be perfectly profitable and well within its year-end numbers, yet already be liable to register because the last 12 months, counted month by month, have passed the limit.

If you register late, you may owe tax on sales you never charged to customers. If you register unnecessarily, you take on invoicing, bimonthly returns and record keeping you did not need. This guide sets out the thresholds Customs publishes, how the 12-month test works, and how to build a simple monthly check into your accounts.

The thresholds Customs publishes

Sales tax (manufacturers)

The Customs registering business page says a manufacturer of taxable goods must register when the sales value of taxable goods exceeds RM500,000 for a 12-month period. The same RM500,000 level applies to sub-contract work on taxable goods. Manufacturers of non-taxable goods are not eligible to register. The sales tax FAQ also lists certain manufacturing activities, such as tailoring, jewellery, optical work and engraving, as exempt from registration whatever the turnover.

Service tax (by group)

Service tax thresholds are set per group of services. The table below is taken from the registering business page.

GroupServicesThreshold shown
AAccommodationRM500,000
BFood and beverageRM1,500,000
CNight clubs, dance halls, health centres, massage parlours, public houses, beer houses, karaoke centresRM500,000
DPrivate clubsRM500,000
EGolf clubs and driving rangesRM500,000
FBetting and gamingRM500,000
GAdvocates and solicitors; other professional and business servicesRM500,000 shown for advocates and solicitors; confirm the row for your own service
HCredit or charge cardNo threshold
IInsurance and takaful; parking space operators; telecommunications, paid TV, automotive repair, advertising and othersRM500,000 shown for insurance and takaful and for parking operators; confirm the others
JLogistics; courier and e-commerce logistics; forwarding agentsRM500,000 shown for logistics; forwarding agents have no threshold

The page’s table did not display a figure for every row when we read it, which is why several rows above say “confirm”. That is not a reason to assume zero. It means you should read your exact service line on the Customs page or ask Customs before relying on the table.

Services added in 2025

Customs’ FAQ on the expansion of service tax scope 2025 covers private healthcare, construction work, private education, rental or leasing, financial services and beauty treatment, effective from 1 July 2025 for the groups where the page states a date. The thresholds shown on that page were:

CategoryThreshold on the FAQ page
Private healthcareRM1,500,000 in 12 months
Construction workAbove RM1,500,000
Rental or leasingRM500,000
Financial servicesAbove RM500,000
Beauty treatmentRM500,000 in 12 months
Private educationSchools charging over RM60,000 per student per academic year

Secondary sources report that the rental, leasing and financial services threshold was raised to RM1 million. We could not confirm that on the official FAQ page, which still shows RM500,000, so treat rental, leasing and financial services as “confirm with Customs” until you have checked the current policy paper on the Service Tax Policy page.

How the 12-month test works

Customs describes two ways to measure the value:

If either calculation exceeds the threshold for your category, you are liable to register. In practice the historical method is the one a growing business can run from its ledger every month. The future method is for planned changes, for example when you have signed a large contract that will push the next 12 months over the line.

Two points are easy to miss. First, the value that counts is the value of taxable goods or taxable services, not total company revenue. Exempt or non-taxable income does not count towards the threshold. Second, the test is per category. If a business has a taxable service line and a separate manufacturing line, each is measured against its own threshold.

A worked example (illustrative)

A cafe in Petaling Jaya serves food and drink only. The food and beverage threshold on the Customs page is RM1,500,000, which is an average of RM125,000 a month (RM1,500,000 divided by 12).

Rolling 12 months endingTaxable sales (illustrative)Position
Month 12RM1,380,000Under RM1,500,000
Month 13RM1,420,000Under
Month 14RM1,475,000Under, within 2%
Month 15RM1,545,000Over: register

The cafe passes the line at month 15. The owner would have seen the trend from month 13 and started preparing, instead of finding out when the annual accounts were drawn up. These numbers are invented for the arithmetic only; your own ledger decides.

A monthly check you can copy

  1. Export taxable sales or service income for the last 12 months from your accounting system, split by month and by service category.
  2. Strip out income that is not taxable (for example exempt or out-of-scope items) and note why.
  3. Add up the rolling 12 months ending this month and compare with the threshold for each category.
  4. Run the future method if you know of contracts, price rises or new outlets that will lift the next 12 months.
  5. Record the result and the date in a one-line file note. If you are above 80 percent of the threshold, mark the month you expect to cross.
  6. When you cross, start the registration application straight away through the MySST portal and keep the evidence of the date.

If you use outsourced bookkeeping, ask for the rolling total to be a standing line in the monthly management pack. Our guide on the documents to send your accountant each month explains what a clean monthly feed looks like.

How to register once you cross

Customs’ registering business page lists the online entry points on the MySST portal: new registration for sales tax and service tax, a registration status inquiry, and retrieval of a saved request. The page does not give a general number of days to apply for businesses that cross the threshold after the original 2018 start. It does say that those who qualified but were not registered at the 2018 start had to apply within 30 days of the commencement date. For a current crossing, do not wait for a deadline you have not confirmed: apply as soon as the rolling total passes the limit, and ask Customs or an adviser what date your liability starts from.

Branch registration is allowed, and group registration is not applicable, according to the same page. Each legal entity therefore tests and registers on its own.

Voluntary registration

Customs allows a business below the threshold to register by application, subject to conditions set by the Director General. For sales tax, voluntary registration is available only to manufacturers of taxable goods. Some register voluntarily because a customer expects an SST number. Remember what you are signing up for: you must then charge the tax, file the return every period even when sales are nil, and keep records for seven years. Voluntary registration is a commitment, not a badge.

Cancelling registration when sales fall

Customs’ service tax FAQ states that if your annual taxable service sales fall below the threshold, you may apply in writing to the Customs Department to cancel your registration, and cancellation needs approval. Until it is approved, keep filing. The filing page adds that a final SST-02 return must be submitted not later than 30 days after cessation of the taxable activity.

How Axecta helps

Axecta’s tax team runs the rolling test from your ledger, reads the Customs category lists against what you actually sell, files the MySST application when you cross and sets the first bimonthly return dates in your calendar. If you also face e-invoicing, we line up the two so that your e-invoice position and your SST invoices do not contradict each other. See our SST registration and returns service.

Next steps

  1. Pull your last 12 months of taxable sales by category this week.
  2. Compare each with the threshold on the Customs page, noting any row you could not confirm.
  3. Set a monthly reminder to roll the total forward, and add SST dates to your compliance calendar.
  4. Read who must register for SST if you are unsure whether your activity is listed, and how the two taxes differ.
  5. If you are within reach of a threshold, ask for a registration check.

Frequently asked questions

What is the sales tax registration threshold in Malaysia?

The Customs registering business page states that a manufacturer of taxable goods must register when the sales value of taxable goods exceeds RM500,000 for a 12-month period. The same level applies to sub-contract work on taxable goods. Manufacturers of non-taxable goods cannot register. Check the page for the current position before relying on this.

What is the service tax threshold for restaurants and cafes?

The Customs page lists RM1,500,000 for food and beverage services over a 12-month period, which is higher than the RM500,000 shown for many other service groups. Service tax on food and beverage is charged at 6 percent, according to the Customs service tax FAQ. Test your own rolling total every month.

Is there any service with no SST threshold?

The Customs page lists credit or charge card services and forwarding agents as having no threshold. For other categories, some table rows did not display a figure when we read the page, so confirm your row with Customs rather than assuming there is none.

How is the 12-month turnover calculated for SST?

Customs describes two methods: the historical method, which takes the current month plus the 11 preceding months, and the future method, which takes the current month plus the next 11 months. Exceeding the threshold under either method makes you liable to register for that category.

Does exempt or non-taxable income count towards the threshold?

The test is based on the value of taxable goods or taxable services, so non-taxable income does not count. Keep a clear split in your ledger and a note of why each item was treated as non-taxable, because Customs may ask you to support it.

Can I register for SST below the threshold?

Yes, by application, subject to conditions set by the Director General. For sales tax this is open only to manufacturers of taxable goods. Once registered you must charge the tax and file every period, so consider the workload before applying. Axecta can advise.

Do the 2025 service tax changes affect my threshold?

They may. Customs’ 2025 expansion FAQ covers private healthcare, construction, private education, rental or leasing, financial services and beauty treatment, mostly effective from 1 July 2025. Thresholds differ by category and secondary sources disagree on some figures, so read the official FAQ and policy papers.

Can I cancel SST registration if sales drop below the threshold?

Customs states you may apply in writing to cancel if annual taxable service sales fall below the threshold, subject to approval. Keep filing returns until cancellation is approved, and submit the final SST-02 within 30 days of ceasing the taxable activity.

Do a company and its subsidiaries register together?

No. Customs states group registration is not applicable, so each legal entity is tested and registered separately, although branches can be registered. A holding company and subsidiaries therefore each run their own 12-month test.
